Tel-Ray Oilcan Addicts is probably the best-known source of knowledge for these antiques.
The Oil Can Echo/Reverb (most notably licensed and sold by Fender) was an alternative to the Magnetic Tape based echo devices of the day. These units are notorious for the oil (which remained unknown for a long time) evaporating out of the can and for the unit to cease being able to work properly as a result. The inability to know what kind of oil was used and therefore not knowing how to source it is another aspect of making these devices less than desirable. In the time the discussion forum has been up, the mystery oil has been found: "UCon LB-65" oil.
How anyone would have been able to create such a device and know the right oil is an amazing feat in and of itself.
Need instructions on how to use these here! These are odd and interesting even if they don't directly support the mission of "Heavy". :)
